One of my favorite writers András Szántó writes about European government arts policy, and suggests that private philanthropy should take up the cause. As you might suspect, I agree.
Although one thing he fails to mention is how government support of the arts very rarely will embrace 'the new.' A jury of your peers, by definition is not going to do anything radical - most art that gets notice, great or not, is embracing 'the new.'
